Licensing application form for private rented properties
A mandatory licence is required for all private rented properties occupying 5 or more people forming 2 or more households who share facilities such as kitchens or bathrooms.
One application is required per property. If you are applying for more than one flat within the same building you will need a separate application for each flat that you own.
The 5 year licence procedure will consist of an initial (year 1) application followed by 4 annual renewal applications (years 2-5). A reduced renewal application is required to submit confirmation of any changes to the details of the licence holder, the property or those involved with the HMO.
The Council aims to process the licence application within 12 weeks and contact you with regard to the progress of your application during this time.
Landlords are required to pay a fee to cover the administration costs of the licence procedure; the 5-year licence fee is as follows;
Standard fee:
Year 1 (2025/2026) currently £239 for a year's licence Year 2 – 5 (2025/2026) currently set at £239 per annum
Annual renewal applications (years 2-5) will be charged the total payment of £239.
